To receive disclosures of personal interest from Members in accordance with the Code of Conduct

Note:

1.     Members are requested to identify the item number and subject matter that their interest relates to and signify the nature of the personal interest: and

2.   Where Members withdraw from a meeting as a consequence of the disclosure of a prejudicial interest they must notify the Chairman when they leave.

To approve as an accurate record, the minutes of the meeting held on 27^th January 2025.

To allow Members the opportunity to consider recent decisions made by the Adjudication Panel for Wales (APW).

To provide Members with a summary of complaints made against Members and submitted to the Public Services Ombudsman for Wales (the ‘Ombudsman’) for the period 1^st January 2025 – 31^st March 2025.

To consider the summary of investigation outcomes concerning alleged breaches of the Members’ Code of Conduct as published by the Public Services Ombudsman for Wales (PSOW) on the ‘our findings’ section of her website and not previously reported to the Committee.

To receive the report which provides details of the arrangements to be put in place in order to comply with the new duties of political group leaders in relation to standards of conduct and corresponding new duties placed on standards committees (introduced by Part 4 of the Local Government and Elections (Wales) Act 2021, (‘the 2021 Act’).

To consider the report of the Welsh Parliament Local Government and Housing Committee, which provides information and recommendations in relation to Community and Town Councils.

Report

To receive the report which enable Members to review the Civility & Respect Pledge which has been proposed by the National Association of Local Councils and other organisations for adoption by Town and Community Councils; and (ii) consider whether the Committee wishes to commend its adoption to Town and Community Councils within Rhondda Cynon Taf.

To receive a verbal update in relation to the recent Declaration of Interest Training provided to Members.

“That the press and public be excluded from the meeting under Section 100A(4) of the Local Government Act (as amended) for the following item of business on the grounds that it involves the likely disclosure of the exempt information as defined in paragraph 12 of Part 4 of the Schedule 12A of the Act”.

To receive the report of the Monitoring Officer in relation to the review of the Council’s Local Resolution Protocol and Procedures, which contains exempt information.

To consider any items, which the Chairman, by reason of special circumstances, is of the opinion should be considered at the meeting as a matter of urgency.
